The East Jefferson Street Derailment response is governed by the Department of Homeland Security’s National Incident Management System (NIMS) to coordinate the response to the derailment. NIMS establishes a standard command system for any type of incident with five functional areas: command, operations, planning, logistics and finance. The Unified Command structure is prescribed to bring together federal, state and local decision-making agencies to ensure coordination in situations in which there are multiple responding agencies with responsibility, or which crosses political jurisdictions.
